My entire house is carpeted and I don't have room to work on them in the kitchen or bathroom.

Would wearing rubber sole shoes or boots protect me from creatings static electricity which could damage my computer when operating on the system hardware.
 
it depends a little on humidity. static tends to build up more
when the air is low humidity.

it's good to discharge yourself to ground or a large conductive
object before touching your computer. e.g. an unfinished
surface on a metal desk, careful of sharp edges. or a screw
in the power supply case (which will usually be close to
electrical ground.)

the legs on my desk are metal so i just touch those before
touching the computer.

On the contrary. They would dramatically increase the risk.
 
Hook up the PC to a grounded AC outlet. Touch the metal portion of the PC case to discharge prior to working with sensitive electronics.
