do tulips grow back? aka perennials?

If I buy some tulips and plant in my front yard, will they grow back year after year?

so If I buy the pack of 6 that they sell in lowes(leaves already up, looks like ready to bloom), are those fairly good quality that will last a long time and years after years,, or do I actually need to get the actual bulb and start from scratch?

Tulips will rebloom, however the quality will be less each year. I usually let them go two or three years, then replace them.

Tulip will rebloom every year, however feeding & splitting (divide/replant) them every 2 years to give room for the bulbs to grows therefore yield large flowers.
