Some computers have special ports they plug into from which they get their power. If you were somehow able to plug your laptop into one of these ports you might just get lucky and get all the power you need.

A laptop drawing 65W or so, powered over the USB port sounds like a rather bad idea ;) There's no reason you can't use one of those brackets that will let you use your power supply externally (for external sata devices and the like) and use it to charge a laptop. Better have one heck of a power supply though..

it's weird to think of a situation in which you'd have access to a computer but not access to a second power socket to plug your laptop into.

they make those cigarette lighter inputs for computers and adapters for laptops, but I have no clue what the max power output on those things is.

going through the power supply on a computer would also be using more energy to charge up the laptop than if you had just plugged it into the wall since the computer power supply is not 100% efficient (closer to 70-80% efficient).
