Do they make guns smaller than 9mm?

They makes tons of stuff smaller than 9mm.
But 9mm is the most common because its generally considered the smallest acceptable round for personal defense.
I've seen little 22 magnum pistols and while they are actually quite powerful they really arent considered good enough to save your life.

As others have said, 22's and 17's are good for varmint hunting. The 22 long rifle is dirt cheap and excellent for committing murder on tin cans.

As stated there are many calibers smaller than 9mm. Most common rifles rounds have a smaller diameter bullet than 9mm. Handguns are generally not that great of a weapon but as history has proven, they seem to get the job done.

.17HMR (maybe .17 Win-Mag? I don't know a lot about hunting rounds) is a nasty round - A guy at my dad's last duty station hunted with it, and took down a large buck with it during deer season. I got 30lb of deer steak out of that. :D

Personally, I want a .45 or a 12 gauge for home defense, and a 9mm for carrying.

The .17 Remington was a hot rod centerfire round. Launched a .17 pill at over 4000 ft/s. Some serious power from such a small cartridge.

Its also not the bullet size that is killer, it the fact that a projectile moving at speed will penetrate into a body causing damage. This damage results in bleeding and reduced organ and muscle functions. People have been killed by .177 cal pellets...
