Do they let retarded people get a drivers license?

In the same day I had some oblivious prima donna blonde c bag in a mercedes try to merge directly into me from the outside left turn lane to the inner one and a crazy asian lady in a mini with a stupid grin on her face the entire time swerve into my oncoming lane and nearly plow into me head on. The guy following behind her just looked at me and shook his head in disbelief as he drove by.

So yes, I'm pretty sure they get licenses.

On of my neighbor's young adult is mentally challenged yet he managed to get his driver license.

Scary if you ask me.

Not sure why it would be scary; many individuals who are intellectually disabled (i.e., mentally retarded) are quite capable of driving a car on a day to day basis. Same goes for many individuals who've suffered a traumatic brain and/or other injury.
