Do they have a scan technology where you can wirelessly transfer data from one phone

To another? Say I wanted someone's contact, I would just wave my phone over another phone and it would transfer instantly. Or if I want to share a pic, just wave phone over the other persons phone and they would get the pic? Do they have that?
 
Yep, Android Beam does exactly this.

Pusbullet can do it remotely. I'm less of a fan of their latest update, though.
 
Yeah, Android beam is not an app from the Play Store. You need ICS and up. Which shouldn't be an issue.

Pushbullet, sure. But it's also not what you were asking for specifically.
 
Both Android and Windows Phone support sharing via NFC. I've never found an occasion to use it for contact sharing, though.
