i've dealt with many, many Indian clients and chatted with them on technical forums and most always use this phrase "do the needful". wth does that even mean? anyone else ever hear/see it?

In terms of adhering to proper English usage, it is wrong. If you want to interpret it as "Do what is necessary", that would be correct.
