Do retail AMD CPUs come with thermal compound?

They probably have some kind thermal pad (already on the heatsink). No seperate compound though.

Yes, but it comes preapplied to the heatsink. That means that if you go for a third-party cooler then you'll need to get Thermal paste (or TIM or whatever you wish to call it) separately.
