Old laptop + mpxplay + car stereo w/ aux in will do, as would an old desktop stuck in the trunk or under a seat. if you have some $, a VIA C3 + serial LCD display would offer a very good option, allowing you to fit the computer part near anywhere, you'd basically just have to finesse the making of a case.
...or you could get a player in the car that does MP3 CDs, or get a hard drive or CD-based player and jack it in.

I am currently encoding using Nero's Audiophile AAC setting (all options set to highest), they sound better & are smaller (albeit slightly) than my previous 320 VBR MP3.
As far as sound quality of various playback software, MP3 encoding is a very well defined process. Any decoder should produce an identical WAV form.
