Do people still recommend staying away from paypal?

I have never signed up for paypal before, I have heard of websites such as paypalsucks etc.. and horror stories from people who lost money. I like buying on Ebay, and Paypal seems pretty popular with the sellers there, currently I just send out money orders, but that is getting to be a bit of a pain.

Anyways, should I stay far away from paypal, or is it safe now? also, are these people who have/having problems with paypal just not doing things the way they should be doing? If I did open a paypal account, is there any precautions I should take?
 
I don't. As long as you're careful you should be ok. Don't give out your password from an e-mail saying they lost it and you'll be fine. I've been using paypal for a few years now and I've been ok ever since.
 
Can't paypal refund money if the buyer says the item doesn't work and he just send you an empty box with a tracking number?
 
You can add money to the account too right? so it is probably a good idea to keep smaller amounts in there?
