Humour is a natural thing that people have or don't from perceiving what is funny around them. Social skills at work amount to getting along with one another and being able to improve your working relationships. Some people are just really funny. I do think people who don't relate well to others have a hard time with humour because a lot of the good stuff is when someone is having a laugh at someone's expense. Some people just can't handle a bit of humour at their expense and get butthurt.

Often the people laughing at the others jokes at work are just doing it to toss their salad or to be polite.
