do people in ghettos in other countries speak a different language/dialect?

something like ebonics here, or just completely botching the language to the point where you can barely understand what they're saying.
e.g. double negatives, to improperly conjugating verbs, to not even using verbs, etc.
not being able to read/write is one thing, but when everyone has access to TV where proper english is spoken, and hence heard, there really is no reason for not speaking properly.
for example, compare how athletes from the 50s to 80s spoke (properly, for the most part), to how today's athletes speak (jameis winston's post game interview). you would think there would be forward progress after a few decades of improved education but it's actually gone the other way.

british/south american ghetto sounds nothing like their proper english brethren.

Same in Colombia. You can tell someone is a ñero by the way they talk.

OP, do you actually believe the overwhelming majority of professional athletes come from the ghetto? I can tell you this: the 'rags to riches' story you think is true, is anything but. The fact that a lot of them choose to talk 'ghetto' is really just a choice.

However, as for the real question, yes people in the 'ghettos' talk differently than those around.
