do p45 motherboards still have stability problems with 4 sticks of RAM?

You've got a lot better chance at long term stability if you buy matching 4GB kits.
No I don't mean both in the same color. 😛

First: download and view the memory QVL for your MB. It will have a listing of certified modules for your board and which slots.

 
Eerr, P45s do better with all slots populated than pretty much anything prior, other than maybe X48.
Definitely better than X38/P35/P965...

FWIW, I have all four slots populated on my P35-DS3L. Not the same chipset, but isn't yours just a newer revision?

I have 2x1GB in slots 0,1 and 2x2GB in slots 2,3. I've run an E2200 stable at 400x8 on that config.

PC2-6400 (DDR2 800) = memory at 800 divide by 2 = 400 which is the CPU FSB that you're aiming at.

This is correct. Indeed P45 is the first (and probably last) LGA775 chipset that officially supports 16GB. As long as your board and memory abide by the appropriate standards (i.e. quality brand, no overclocking), 8GB stability shouldn't be an issue.
