The act of telemarketing has a huge failure rate. Maybe 1 in 10 people even listen to the telemarketer, and a lot fewer than that actually buy something.
Now, doesn't it stand to reason that the people who went to the trouble to get on the Do Not Call list, are the people who were just going to hang-up on the telemarketer anyway?
So by focusing on the people who DIDN'T get on the list, the telemarketers should have a higher sucess rate, and waste less time making cold calls to people who won't listen!
It seems to me like this makes their job easier, and I don't see why they would fight it.
