If you're video encoding, Low latency is very very key. Anything that uses 500+MB of ram then yeah, its important 🙂

There really isn't too much of a difference. The thing you're paying for is the lower timings usually. Timings don't really play that much of a role in the overall performance. If you're big into tweaking every bit of performance out of your computer without any regard to cost, then go with the OCZ.
When I buy memory I buy whatever's cheapest and comes with a lifetime warranty.
