Is there a problem with my HD4870 Current Clock Setting it say :

GPU Clock: 500MHZ and sometime it go to 750MHZ

Memory Clock: 900MHZ

Is that normal that the clock is at 500MHZ?

do you have 2 monitors? try putting that on a second display and opening up a 3D game. ATI cards downclock to save power and decrease operating temperature when idle, and it is visible from the catalyst control center. as for the memory, DDR operates at one frequency in both directions simultaneously, which is where they get the 1800MHz figure for the HD4870. 900MHz both directions = 1800MHz

Your HD4870 is operating properly. During 2D (IDLE) the card runs at 500/900 and during 3D (LOAD) it runs at 750/900. It's normal to see the card move between IDLE and LOAD clocks, even when not gaming, doing simple things like opening or closing windows.

Hate to break it to you, but the 4870 GDDR5 runs at 3600mhz. Not 1800.
