The more critical it is for someone to know that their post was edited or that they violated the rules, the more likely it is that they'll receive a PM as well as a note within that post. Sometimes the edits are more or less inconsequential and not really worth the bother (fixing a bad link.) Other times, a PM is sent as a courtesy, or to clarify a rule for someone who may have some minor rules infraction.

Personally, there are situations where I don't inform every person whose post was edited - in particular, when a nested quote that's been quoted by half a dozen people needs to be removed (example: porn link). I'll inform the original poster of the link, leave a note in the thread, and just remove the rest of the quotes of that link (unless quoting it was done maliciously.)

In regard to the thread you linked to, there isn't a moderator edit of that post. If it had been edited by a moderator, at the bottom it would say "edited by Anandtech Moderator..." regardless of which moderator edited it. What happened is that the person merely bolded that part of the text.

Note: I merely opened your post and clicked the edit button without making any changes whatsoever. Fusetalk automatically put in "Edited: 10/28/2008 at 12:47 AM by Anandtech Moderator"

That wasn't a mod post, that was posted and bolded by the user.
