OP is not a hardcore First Person Shooter Tournament player so he doesn't need a monitor more than 60Hz nor a 120Hz. He just wants a nice IPS with good colors to watch a movie or streaming online content...

If you don't mind refurbished, here is a 23" IPS monitor under $200 at NewEgg...

all IPS panels are made by LG Display no matter which brand you go with.

Be careful not to extrapolate that all IPS monitors are the same from this. Panels are graded and the best ones cost more. The lower quality ones go to your catleaps of the world for example.

All TN panels are made by LG Display / samsung as well. I'm guessing there are significant barriers to entry in terms of producing panels, it's strange that only 2 manufacturers produce them..

I would agree with fezerp in that just because the panel is designed by the same companies, that doesn't mean the quality is the same across a spectrum brands and models. That varies by quite a bit. I'd also mention that little things such as what type of matte or AG coating a display uses makes a significant difference - the difference in older IPS panels (think 2007 models) and current ones are rather shocking. The text on the 2713HM, for example, is among the best i've ever seen on any display. The quality of light coating used goes a long way towards that.

With the same panel, for example, HP has lower input lag, but Dell has a wider color gamut. The electronics driving the panel make as mmuch of an impact as the panel itself.

The input lag was the most important thing for me which is why I went HP. If I was more into photography than gaming, I would have went the other way. The biggest downside was the color accuracy of the HP was horrible out of the box, but was easily fixed with a calibrator.

AU Optronics must be devastated to find out that they're no longer an LCD panel manufacturer.:p
