do I need a special power supply to run Pentium 4's?

You don't necessarily need the newer speced ps at least acording to some people but keep in mind even dell who is notorious for using the lowest rated ps available is using a 330 watt in their new p4 systems.
 
The main thing is P4 boards have a 4 pin square connector that feeds power for the CPU, thats how they are different, the PSU should have that 4 pin square connector.
 
You can buy an adapter for the 4pin connector at pc power&cooling.

But I would still get a bigger power supply. The adapter is cool, so your not limited to the so called P4 power supplies, you can get whatever you want.
