do fans actually lower temperature? (i mean the in-door portable variety)

do they really lower temperature?
or do they just provide a "wind chill" so the perceived temperature is lower?

also... would it be safe to plug in a portable fan in the same power supply i'm plugging in my computer/monitor/printer?
 
Depends what the temperature of the air you're moving is. 😛

I wouldn't plug that fan in the same UPS/splitter myself, but it won't really harm it I don't think.

and yes that is safe. you shodul see what i got pluged into things

the AC is on teh same strip as my comp
 
Moving air feels colder as it has a better heat transfer coefficient and it carries moisture away for evaporative cooling. So, fans don't reduce the temperature. In fact, a fan blowing in a closed room will actually heat the room up.

I position my fan next to the window so it draws air from the outside, so it does make the room cooler. Obviously it doesn't cool if the ouside is just as hot.

Where did you get the idea that they lower temperature? They just move air. If the air they're moving is cooler than the object they're cooling, then yes it will cool that object down. Tthe more air moving over something, the faster its temperature is changed.
