I recently bought an external SSD (250gb) as I originally I already had an internal SSD ( 128gb).
So I just decided to use it as an external.
So my problem is I thought that I can use the external as an interface to make my photoshop work faster as I already upgraded my SSD. But why does the new installed external SSD does not helping on making my computer faster? Does it only work as an hard disk for keeping data?

Depends on how it is connected. If you use an Internal SSD externally and connect it by USB don't go expecting to do much with it. But there are means to connect it externally as if connected internally.

Is this a desktop or laptop? What are the specs? There are several reasons the computer or certain apps might be slow, such as not enough RAM, slow CPU or GPU, drive too full, overheating, malware, or if the external is connected via USB 2.0...

Depending on specs of system, it might be best to upgrade and the internal SSD with a larger, faster one, and clone from the old one to the new one.
