I have no problem with anyone smoking cigarettes who wants to do so.

OTOH I have a HUGE problem with them forcing ME to breath their smoke and flipping nasty cigarette-butts all over the place.

I guess that it depends on how they were stored. There is a guy called Steve1989 on YouTube that opens up old World War 2 rations to film them and see what's still edible. Usually, the cigarettes in them are still good!
 
Yes they expire (as far as product quality, not so much a required pull-off-the-store-shelf date) but I can't give you a # of months or years. They dry out, and not only taste foul but burn too fast. If left in the sealed plastic wrapper this drying out takes much longer, particularly in a humid (humidity controlled) room or air-tight container with minimal excess air to draw away humidity (aka humidor).
