I have noticed on both my vehicles the headlamps don't seem to be as bright as I remember them. Do the halogen bulbs lose efficiency after a certain period of time? Is it the pot that loses it's luminescence or are my eyes going dim.......?

I think they do, yes. Quite noticeably. I know halogen lamp bulbs do. I replace the bulbs in my halogen lamps every 6 months or so as preventative maintenance, and for a few weeks after I change them, they are unbearable bright.
