DNS server turmoil

I am running 2 DNs servers NS1 and Ns2 - NS1 gives the primary Ip, NS2 Gives the mirror, failover server IP

I am NOT running round-robin dns.

It was my understanding that NS1 would always be queried first, so if NS1 were to go down, my failover would kick in and NS2 would start giving out the Mirror IP...

So... the problem is NS2 is responding as much as NS1, even though NS1 has not gone down, half the request are still the mirror IP, which wouldnt be such a problem, but Im having some database problems...

suggestions please?
anyone understand how DNS servers are supposed to work as primary and secondary?

 
Although I dont know what server you are running...
Windows 2000 Primary & Secondary DNS servers perform load balancing to improve name resolution speed in networks. The secondary is not just a backup DNS.
