Actually, the Japanese population watches anime at near the same percentage as Americans. As for hentai, its still fairly close margin. And this Chikan situation is also reversed quite frequently (women grope the men commonly as well)

someone was telling me a little about japan. on subways, 90% of the people are reading books, except they're not actually books, they're manga.
 
There are special " image clubs" (imekura) catering for chikan, with tailor-made rooms built to look like subway carriages, and prostitutes paid extra to act like unsuspecting commuters.

Yes however there is still personal responsibility. Each of these "chaikan" or whatever it is are making a choice to engage in this deviant behavior and should be held accountable for their behavior.
 
i find it odd in the second link that:

1) when trains are 'on rush hour' it is 'very quiet'....


2) that it is culturally normal for others to 'look at the chikan when you ask him to 'please stop'





maybe it's a southern thing.. but some asshat doing that would end up in the 5 oclock news over getting beaten up.. if a woman in a public place was getting groped, I don't believe people would 'look in scorn'
