Disturbance of peace?

Can you characterize a 13 year old boy riding electrical scooter for the last 4 hours back and forth on your street as disturbance of peace, it?s annoying and if you close the window you can still hear it

I don't know about your area... but in most parts of Ohio, anyone can be as loud as they want until 10:00 PM. At that time, disturbance of the peace kicks in, and complaints may be filed. How do I know? I'm the sound tech for a chuch band that occasionally practices in members' garages... just for a change of scenery. We've had a couple of complaints called in, but the police know who we are, what we're doing, and they don't officially file any complaints until 10. And we stop at exactly 9:59 PM. See, we're even giving them a little more time!

They recently banned gas powered scooters here. There is a flat in the law though, it only outlaws gas powered scooters that you stand on. If you have a seat they're perfectly legal to ride around. It kinda sucks because my friend's uncle owns one of the local shops that sell and upgrade those kinds of gas powered scooters.

You could put a seat on an electric scooter just as easily as a gas-powered one...
