FWIW, that Accell cable did nothing for this issue with my 7970s and Auria EQ276W monitor.

That sucks, but it's also good to know. This is clearly a widespread problem as there are many posts on various forums. It's unfortunate that the industry hasn't given any answers for it.
 
since were nearing the quasi necro range for unresolved threads, i'll throw my 2cents.

i've had no problem with single monitor DP sleep or idle power down timer. i do remember some issues with dp and dvi recognition being solved by a reboot or two until windows recognized that a new monitor was involved and worked out EDID.

for the OP's situation i would recommend going into catalyst and making sure:
-the largest res panel is set to primary display and
-the problematic dp cable is on the video card port closest to the motherboard.

i have a eyefinity6 and when setting up i made sure to populate the mini-dp ports nearest the pcie slot. when setting up triple monitor dp, everything worked no hassle. later on when i rearranged my desk and pc's the cable lengths forced me to run a dp/dvi mix and it was less than ideal when it came to setting things up.
