I dual monitor (one is 2500x1400 and the other is 1900x1080).
my radeon 4850 has 2 DVI ports.

bought a backup video card (radeon 6750) which only has 1 dvi port. but it also has displayport and hdmi.
it also comes with a hdmi to dvi dongle.

does that mean i don't need to buy anything?
just plug the dongle to the end of my dvi cable and connect it to the video card?? (other end of dvi cable goes to 1900x1080 monitor?)

if not then what do I need to buy? link? (cheaper the better)

HDMI and DVI use the same video signal. The HDMI to DVI adaptor will allow you to connect to the 2nd monitor if you want.
