I am new to this topic, does i7 9700K with ASUS z390-P support full 4K resolution when using Dell UltraSharp 27 4K - U2723QE ? How would I know ?

You would know by doing some research on what ports the motherboard supports, what ports the monitor has, and what specs the CPU's iGPU has. By doing that, you would find out that the iGPU and motherboard's displayport supports a max resolution of 4096x2304@60Hz, which is sufficient for that monitor.

Just means a slower refresh at 4k.

All screen animation, including the cursor, will be slow and jerky. It's not great. Is there a reason you don't want to use displayport?
