Display messed up... is it video card or monitor?

There are green vertical lines which dont go away when windows loads up. Also, the colors in the BIOS are messed up, so I don't think its a driver/windows issue. Is there any way to tell if its the display or the video card without trying the monitor on a different pc?

Do the lines show up when you turn the monitor on but leave the computer off?

To determine which device is causing the problem, your options are:
Try the monitor on a different computer.
Try a different monitor on the computer.
Try a different video card in the computer.
