Display interference with WinTV

My display has been vibrating or having strange banding whenever I have the cable feed plugged into my WinTV. It waxes and wanes, and has occurred between two monitors. I don't have any problems when my refresh is 60Hz or 85Hz, but it does at the refresh rates in between. ANy ideas or solutions?
