disk boot failure helpt

hi guys i just registered.. but have lurked around these forums for a while.. didn't register until now because i was able to solve most my problems using the search button, i've done quite a few builds so im not a total noob... anyways i'll make this a lil long so i can explain whats happening..

my original setup was an

ecs mobo and 2600+ barton cpu (fry's combo)
512 ddr pc2700 (PNY i think)
western digital caviar SE hd and a maxtor hd
sparkle 300w psu
winxp with sp2

it wasn't the most stable setup.. but it did its job with occasional blue screens.

anyways, one day i started it and got the "disk boot failure" blah blah blah.
for a day or two.. the hard drive sounded like it would try to spin up but would just die back down but it doesnt do that anymore and my bios wouldn't even see my maxtor drive (the computer actually made it to windows once but after a restart..disk boot failure again). using westerndigitals harddrive lifeguard cd or whatever, it wouldn't even see either of my harddrives, then when i put in the winxp cd, it would boot up, i could partition my westerndigital and format it but upon restart, i would still get the disk boot failure. i also tried other ide cables, checked jumpers, and stripped my comp down a single hard drive and a single cd rom to try to eliminate probable causes, but to no avail.

i refused to believe both hd's would fail at the same time.. so i decided to get a new mobo and memory which i've been meaning to do for a while... didnt work.
received a harddrive from WD through advanced rma service... new hd. same disk boot failure.
THEN, i remembered how the hd, would try to spin but then stop. so i got a 350w psu and that didnt fix anything... now i need your help.. if bought a new cpu i'd have a brand new computer! i dunno whats wrong.

heres my "NEW" setup...
MSI K7N2 DELTA2 MOBO
corsair valueselect ddr400 512mb
antec 350w smartpower 2.0 psu
same WD special edition HD but brand new from WD.

on a sidenote.. POST with this new setup takes FOREVER (i think same happened with the previous motherboard as well AFTER diskboot failures started happening)
it takes like almost 5 minutes just to detect ide devices.

oh i think im gonna return the psu.. i paid a bit too much coz i thought it would fix my comp.. i'm gonna reorder through newegg.. but should i get the sl350 or stick with the smartpower2.0

wouldn't be psu. Mobo, Ram, or OS are far more likely culprits. Have you tried reformatting and starting afresh?

yep... like i said above.. changed the mobo,ram, psu, got a new harddrive.. reformat with winxp cd.. when it restarts, before it installs i still get a disk boot failure
