Discharging the USB?

I never heard of such a thing, but I was having problems with my USB/Ethernet Adapter and that's what technical support told me to do. He told me to plug out all USB cables and leave it alone for an hour before connecting them back again. It works though, anyone knows more about it?

Sometimes the USB NIC doesn't activate at boot. LED doesn't light, so easy to tell. Simply unplugging and replugging the USB cable activates it.
