How can I disable BCC for Outlook WebAccess?

I'm not aware of a way to do it server side (for all of/a group of mail boxes).

I want to know who all is getting emails sent to me. I dont mind CC, but I do mind BCC.

Just review the logs; while users may be able to hide the list from eachother but they cannot hide it from the server administrator.

Where are the logs for this stuff kept?

well the default path for the transaction logs themselves are: \Exchsrvr\mdbdata

However for what you're looking to do it would probably just be easier to use ESM to sort the results and find what you need.
ESM>Tools>Message Tracking Center
