Where I work we currently have DirectPC satellite access. But where getting DSL tomorrow. I was wondering if I could take the dish and the card and give it to a friend that doesn't have DSL or cable avalible where he is.

Would he be able to sign up for the service even if the card used to be someone else's?
 
Call tech support, wait on hold for an hour, tell the person in Atlanta that you want to be decommissioned. This will allow your friend to sign up with the service. Then apologize profusely for putting your friend in that situation...
