Direct3D problem

hey all, i'm trying to play Halo:CE on my computer. whenever i attempt to run the program, the screen flashes a few times and an in-game dialog pops up saying it's unable to run Direct3D. it asks me to run DXDiag, but when i do, dxdiag detects no problems... i have a radeon 9800.

anybody help me out?
 
what a mess. i think i have the latest version of DX, but when i try to install from the exe i got on microsoft's site, the installer bugs out, saying "a cabinet file necessary for installation cannot be trusted. Please verify the Cryptographic Services are enabled and the cabinet file certificate is vald."

-- very weird, since i've never seen that before
