I was thinking this might spell a revival of OpenGL games. Developers are forced into the unsavory position of spending a lot of time trying to take advantage of the features of DX10 when there aren't going to be a lot of people with it on their machines for some time. OpenGL would be a good way to sidestep that.

The Game SDK was only needed if there was a need to develop Direct X driven games.
First version of Direct X that actually shipped with an OS was back with Windows 95 OSR2 (Direct X 2.0 - June 05, 1996).
The existance of the "Games SDK" pre-dated calling the runtime "DirectX". That name came later, as MS shipped end-user drivers.
