Digital Picture software

My wife has a new digital camera. She takes pictures using the fine resolution (in case she gets a picture that she'd like to blow up to 10x14 or something), but claims that when she wants to print 4x6 or 5x7, the image gets cropped funny. Is there some software out there that will allow her to take the high resolution picture and crop it the way she'd like and then print the smaller size.

Perhaps a better question, is what software would you recommend for working with digital pictures?

I recommend Adobe Photoshop Elements. It has most of the functionallity of Photoshop but at a fraction of the price. Pretty user friendly to learn also.

Also consider GIMP. It is a free program that does most of the things Photoshop Elements does but is not quite as easy to use.

I use Graphic Workshop Pro and it is only 50 buck, very easy to use, it has many functions that no other programs has to offer. It is like everything in one program.
