Panasonic LC-33 for perhaps a bit more (not easy to find, $240. at one place) - Leica lenses. Fuji 3 megapix, 3x zoom is right at that price point. And compgeeks.com usually has some good refurbs for under $200. - Kodak 6330 or 6340 for example. Also HP refurbs on their web site. See http://www.steves-digicams.com for reliable reviews.

hp photosmart 435... $129 at most retail places. 3.1mp... i had it as my first digital camera and the quality was very good. never broke, functioned strangely, or anything negative. software is kinda clunky but windows finds it natively as a camera so you don't even need to use the HP software. Good camera and well under the price you'd like to spend.
 
Amazon has the Canon A70 for $199.98 plus free shipping. Take a look at dpreview.com or Steve's for reviews.
