Digital Camera Problems

I've never seen this artifact in particular, but depending on the design of the camera, as you crank up the ISO the signal amplifiers can cause hot spots on the sensor, and you get areas that are banded or have color casts. I don't know if that's what you're seeing here or not.
 
Is the original picture still on the memory card? If so, try copying it again. Looks like something glitched when it was written.

That is what I thought at first, but it shows up just as I take the picture.
