I use a Sony HVL-1000 flash on my DSC-F707. It works wonderful and recovers very quickly. It's decent on batteries, although I like to change them very frequently.
The flash they show in that ebay auction for the 828 and v3 is setting on an F707 or f717. That makes me believe that either the guy auctioning the flash is either A.) Retarded or B.) It won't work on your V3.
Yes, you should buy a flash. I read Stephens article on the way into the forums. I always use an indirect flash indoors. It does away with redeye and the harshness he mentioned.
I use a fill flash outdoors as well and my flash works great for that.
I never did the reflector deal, but I use levels in photoshop to take the dark spots out.
Short answer...
Yes, absolutely buy a flash. I'd suggest the sony. Check at sonystyle.com and see if the flash I mentioned works with the V3.

DSLR flash prices are similar.

Well, I'm glad I didn't buy that flash, but...

Why would the flash not work with the V3 or DSC-F828? Those two models support newer flashes, but is there any particular reason why they wouldn't work with that flash?

I'm not familiar with that flash. It looks somewhat hypergeneric. The ad scared me, too. I can't put a finger on why, but it did.
Sonystyle says that your camera accepts the hvl-f1000 that I mentioned. Someone is giving one away at ebay here.
That same flash goes for $119 at sony. I think I paid about $80 for mine new at ebay.
If you can get that one for what you'd be paying for the generic, I think you'd be way ahead of the game.

OK, between the SunPak-383 and the Sony HVL-1000, which do you think would give me the better results?

Sunpak probably has farther reach. You should buy the dedicated flash for that, if you're going with Sony's flash unit. That would be the HVL-F32X, not the HVL-1000.

Hehe, the Sony forums over at DPreview have been very helpful. The built-in flash on the V3 is rather lacking and this more than makes up for it ;)
