DVDs have a resolution of 720x576 (PAL) or 720x480 (NTSC). This format is also used for still images on VCD.
Because 720x480 has rectangular pixels most PCs will use 640x480 instead. On a typical TV the screen simply doesn't have enough pixels to display higher resolutions, so there is no point setting your TV-out to a higher resolution.
