You might find that other countries are outsourcing to the US far more than the US is outsourcing to other countries.
Now to get to the root of the problem you were talking about, sad fact is that people don't really care anymore.
I think that article you quoted gets things the wrong way around.
It's a fact that Capitalism as a monetary system works no better and in some cases is worse than any other system.
With a capitalist society, over time the money just ends up in a few hands much faster no matter the size of the economy or the number of people. People end up more selfish and are prepared to do anything for the almighty dollar due to the ideals of the system.
For sure a socialist society might lack in some respects, however everyone is at least looked after. I think in general you end up with a happier population overall in a socialist system.
Free healthcare and decent social welfare might cost more in taxes, however think about how much people in a capitalist system pay in insurance and private healthcare and you'll realize that the taxes with different systems equate overall after everything is taken into account.
When you get down to it, I reckon this is the background to the problem in the wake of the hurricane.
The poorer underclass are still living within the system of the country. They are not looked after no matter the descriptions given of a welfare state. They want the money and the power that comes with it. Don't blame them for their shortcomings.
Blame the consumer driven society.
