Differences between Photoshop Elements 4.0 and 6.0?

I was wondering if someone can point me to a list of details for the differences between Photoshop Elements 4.0 and 6.0. I can get 4.0 with Premiere Elements 2.0 for $20 and I want to know if it's worth it.

Where can you get Photoshop Elements 4.0 with Premiere Elements 2.0 for $20. If it it's a nation wide brick & motar, or online I would be interested tp replace my El;ements 3.0
