Difference between Windows 98SE retail and OEM

I need to buy Win 98SE but I can't make up my mind between Windows 98SE retail and OEM. The computer I have is recently built and not purchased from any manufacturer.

Can I still purchase OEM?

The only difference is the serial numbering scheme. Windows OEM serial numbers have digits clustered in a different arrangement, and I believe OEM serial numbers have more digits. But functionality wise, the two versions are identical.
