Did legalizing drugs work in Portugal?

Time article here.

One of the most common complaints against legalizing drugs is that if we do this, everyone's suddenly going to go get high, drug use will go through the roof, and we'll be screwed. It would appear from this study that legalizing drugs has had the exact opposite effect.

I'm a little wary of the study as it's from the Cato Institute, and they definitely have an agenda. I thought the article was interesting regardless though.

I didn't realize the US is Portugal and policy enacted there would have identical effects as here.

Which, ironically, is exactly what happened when prohibition of drugs went into effect.
