since I have a few AMD CPU round I decide to test whats the max my 0302 1700+ can handle. I able to push it to 2.2ghz stable, but it was at 1.8v and 51C w/ slk800. I don't want to kill it so I go back to 11x166 @ 1.65v, SYSTEM WON'T BOOT IN TO WINDOWS..... I clear the cmos and try it @ default setting, won't boot in to windows again. I try different ram, diff V and it just won't go. I swap it back to my 2100+ and now I have np. Why is that?

2x 256mb PC2700 or 1x 512mb PC3200
1700+ 0250, 1700+ 0302, 2100+ 0301
 
Only suggestion I can give is to try it on another working system. If it doesn't work there.. I hope you had 50 bucks just to blow.
 
Sometimes while ocing you can really get things out of whack...clear cmos and try the 1700+ again....

she did, as stated in original post

anyways, i was thinking "nforce2 bios save/exit death" but since it works with xp2100+, i dunno

do as Shimmishim suggested (same as i was going to suggest heh) and stick the 1700+ back in (make sure to leave the xp2100+ @ 133mhz freq before doing so and save/exit as wlel before doing so)
