Alright buddy I have a definitive answer for you.
I've gone to several different tailors in China (they all had storefronts though) to get suits and shirts made. On the scale of these types of tailors, mine was actually pretty nice. And your friend was right when he said they will try to rip you off.
First of all, are you white? Cuz they will rip foreigners off like there's no tomorrow.
I've gotten suits - pants and jacket - around 700-800 yuan, so like 100 USD. This is with 150s (and when they say its cashmere, it's probably cashmere, and it is at the count they claim it is. but it might not be with the best stuff). Pants alone run something like 200 yuan and shirts anywhere from 90 - 150 each. This is with all the options and stuff. And this is in Shanghai, so if you're anywhere besides Shanghai and Beijing, it's probably cheaper.
So yes, you paid more than you could've/should've, but it's still cheaper than stateside, and if you like it you like it =D
I got my mom (mandarin speaker) to bargain for me...
