That's like making a law to prevent people from taking a sh!t in a public pool.

 

Well, there are obviously people who have committed the act, judging from the article's text, but if you're a prosecutor, you can't just prosecute someone because what they did is gross. You need to show that there's a statute or caselaw showing that what they did is illegal.

So, I would say yes, California did need that law.

Yeah, kinda like the guy with the "White Dew facials" had to be arrested on a trumped-up charge, because what he did wasn't against any law.

Yes, they did. It has been a problem for quite a while. It seems to be mostly "residentially challenged" individuals doing it, but the problem exists.
