Did A Ship's Anchor Rip The Oil Pipeline?

One of our work barges dropped a spud through the sewer outfall pipe for San Mateo...even though there were very clear landmarks to tell where it was.
Of course, all that really meant was that the sewage...the effluent was dumped into SF bay a bit closer to the shore than normal. Still cost my company a couple hundred thousand $$$ to repair.

saw a show on the Science Channel about that, they were driving piles into the Chicago River

I know there is a pile up at Long Beach (like 60 freighters), . Sometime back, probably 10 years there was a Longshoremen Union strike, and flying into John Wayne airport I counted 14 freighters out west of the port.

Officials: California oil pipeline split, apparently dragged

Coast Guard Capt. Rebecca Ore said divers determined about 4,000 feet (1,219 meters) of the pipeline was “laterally displaced” by about 105 feet (32 meters). She did not say what might have caused it to move.

In addition, the pipeline had a 13-inch (33-centimeters) gash in it, Ore said.

The head of the company that operates the line said the pipe was displaced into “almost a semicircle.”

“The pipeline has essentially been pulled like a bow string. And so at its widest point, it is 105 feet away from where it was,” Amplify CEO Martyn Willsher said at a news conference.
 
All I know is... that oil crap is sure nasty on the old feet. I'd walk down the beach in San Diego and step on a tiny dot of oil, which had washed up for no apparent reason because it just happens, and to step on that dot of oil was like getting a tattoo on the bottom of your foot. Nothing would take it off, not rubbing alcohol, not soap, it was on there until dead skin wore it off. So I can't imagine a spill like THIS. And especially on the highly admired beaches of Southern California. So.... who allowed those oil lines to be placed off the southern coast in the first place? I'd bet it was either Ronald Reagan or Donald Trump. Had to have been some brainless republican president, and when I say brainless I mean physically having no brain.
